    Phillips provides an excellent summary and introduction to the basic theory underlying the twin fields of comparative and international education. This text is actually a literature review of these twin fields and for the initial researcher, at the graduate level, provides a good foundational study. Unfortunately, the study is not only Euro-centric but also Anglo-centric; little attention is paid to organizations outside the Common Market with the exception of UN and other ubiquitious Non-Governmental Organizations. I should like to have seen more information provided on the emerging transnational efforts in Asia.
